RiskMan

RiskMan is a multi-user web-based system with different access levels enabling registration, data collection, visualization, and use of data and analyses provided through the RkFMEA method for risk assessment, monitoring and preventive resource management of risk. The system has been designed as a client-server application accessible to end users by means of Мicrosoft's Internet browser. To enable portability, RiskMan was developed using PHP and JavaScript, under Windows XP operating system. The product was tested on Apache servers. MySQL database is used for data storage and access. The software technologies and applications used in RiskMan enable the easy migration of the system to other platforms.

The system is available only in Bulgarian. You can find more materials related to the system on the following website www.riskbg.org.

SpotMaps - Bulgaria

One of the results of the Bulgarian-French project BulgaRisk related to the application of satellite imageries for risk management for natural disasters like floods and forest fires, also the littoral’s pollution, is the creating and commissioning of Internet based system of satellite imageries over the territory of Bulgaria, with spatial resolution of 2,5 m.

The service is available at: www.spotmapsbulgaria.com, after the registration into the web-system, the user could use all of the services available.

Register of water bodies on the territory of Bulgaria
In connection with the recent crisis events associated with floods in southern Bulgaria and the discussion discussion on the need for register ponds in Bulgaria should inform the relevant authorities and public that have an information system which maintains certain information about water bodies in the territory of Bulgaria, which are about 10 600. They include both large and small dams, as well as lakes and wetlands.

GMES Operational Capacity - Risk Management - Flood simulation model of Biser
The crisis situation which occurs in the early morning of the 6th of February at the village Biser, Harmanli district, due to an alleged breaking off a dam wall of Ivanovo dam lake, consequently flooding along Biserska river, requires rapid mobilization of all available resources to be saved the affected residents. At the same time it shows the need of early warning procedure and previously assessment and modeling of the impact from potential flooding for the preparation of a municipal action plan and rapid measures in order to reduce the impact of the event and overcome the damage.

Project for cooperation between the State Agency "Archives" and the State Archive of Baden-Wuerttemberg From October 2011 a project of cooperation is carried out between the State Agency "Archives" and the State of Baden-Wuerttemberg, and as a result there are medieval documents, charters and archives already studied, published and available in digital form. The activity is carried out on the spot by Ms Iliana Paskova, Head of "Archive funds utilization", the "Central archive" department at SAA, during one month of investigation in October 2011. Cooperation continues by similar studies and exchange of experience provided with Bavaria, Federal Republic of Germany (FRG).

Contribution to GMES Operational Capacity. Reference database Land cover layer
The Bulgarian contribution to creation of a model of a national database land cover layer, presented here, using the classification system of Food and Agriculture Organization Land Cover Classification System (FAO-LCCS) of the United Nations, is in accordance with the requirements of INSPIRE Directive 02/2007/. Its main purpose is to support decision making at national and regional level, as well as to give an opportunity for checking updating and reliability of the different thematic spatial geodatabase.

Relationship between the European system for forest fires - EFFIS, the European system of flood alert - EFAS and „Riskwatch“
In order of better conversance of the citizens and responsible structures and as well as integration of different informational systems on European level - national, regional and community, introduces a direct link between the Risk observer information System - „Riskwatch“, which is maintained in BSDI geo-portal and the two European systems for natural disasters, created at the Institute for environment and Sustainable development - Joint Research Centre of the European Commission (IES - JRC).
